The babies in Rugrats do not exist and are all products of Angelica's imagination. Her mother ignores her, and her relationship with her father is highly shallow and disconnected. In reality Chucky died along with his mother which is why Chaz is such a nervous wreck. Tommy was stillborn, which caused Stu to suffer a breakdown and sit in the basement constantly making toys for his son that never got a chance to live. The DeVilles had an abortion and Angela couldn't figure out where the baby went, so she created the twins as an explanation for why they weren't around as often. Unable to figure out what the baby's gender was, she made one a boy and one a girl.

These figments of her imagination are completely and totally real to her, and are her only friends as she goes through life alone, devoid of friends or family who would normally step in and stop things from getting this intense. On the few occasions that she ceases to see her imaginary friends, she panics, not understanding where they went. Thankfully Cynthia, her trusty doll, never disappears on her.
